C# and .NET, the technologies underlying Unity scripting, have continued to receive updates since Microsoft originally released them in 2002. But Unity developers may not be aware of the steady stream of new features added to the C# language and .NET Framework, because before Unity 2017.1, Unity has been using a .NET 3.5 equivalent scripting runtime, missing years of updates.
With the release of Unity 2017.1, Unity introduced an experimental version of its scripting runtime upgraded to a .NET 4.6, C# 6.0 compatible version. In Unity 2018.1, the .NET 4.x equivalent runtime is no longer considered experimental, while the older .NET 3.5 equivalent runtime is now considered to be the legacy version. With the release of Unity 2018.3, Unity is projecting to make the upgraded scripting runtime the default selection, and to update even further to C# 7. My project specifically requires Unity 2017 and every download link takes me to the asset store which no longer has TextMeshPro on it as it is now handled by the Package Manager which is unity 2018 and up. I just need the package files so I can manually import them. Someone help, please.

Make a copy of your project! - When migrating an old project from Unity 2017 the first step is to duplicate the whole project folder and give it a new name. Adding "-2018" would work well. Do not export your old project as a UnityPackage, that can take forever/have other errors. Keeping a backup of your project before migration is important! Importing a project into a newer version of Unity will make it very difficult/impossible to port it back to older versions. We cannot help you with reverting your projects.

So ever since updating to Unity 2017 I've had this problem. At first I waited for updates to come out to see if that would remedy the issue. However, downloading Spine.Unity runtime 3.6 (and using both unity 2017.1 and spine 3.6 like the runtimes state) did not seem to solve the issue. To further test this I created a new project containing nothing outside of the spine.unity runtimes and a freshly exported spine animation.

Why download Unity from Visual Studio 2017? You don't need it, you can download it from the Unity page, it's very simple. Even more, if you download it from Visual Studio you might download an older version of Unity (I have understood that Visual Studio takes some time to update it).
